Get the air out by starting with the farthest bleeder from the master cylinder then working your way back forward.

I had problems with my old 96 cobra, I finally had to bleed my master cylinder first then went in the order SkurdalenFox said. But this was after I had removed the ABS unit and MC (painting the car) so most of the fluid was drained.

I had the same problem on my 99 gt. When I called the ford dealership they said the master cylinder on the car must be level before you can get all of the air out. You will need to jack the rear end of your car up while bleeding the brakes. It worked for me so good luck! Make sure to use the order listed above

Buy a power bleeder.

http://www.motiveproducts.com/index.html

1. Jack up the car.
2. Take off the wheels.
3. Fill power bleeder, and pressurize.
4. Walk around the car and open one valve at a time and drain.

I can flush and fill the brake system on my car in about 20 minutes. AND, you get a highly effective bleed. I've never had any problems with air remaining in the system; Even with a 95 Cobra MC (tilted big time) and an ABS module.

It's probably my favorite tool.
